The handbook of guidelines for prevention and control of Covid-19 at ISSP

For parents

Here are some methods to prevent and control Covid-19 in school shared with parents by ISSP.

Parents do not go to school or send a child to school if:

    • Parents themselves are in a period of isolation at home.
    • Parents or children themselves have signs of fever, cough, difficulty breathing, etc.

 

Parents should give children instructions on washing their hands with soap or hand sanitizer many times in the following cases:

    • Before going to school
    • After coming back home
    • When hands are dirty
    • When necessary

 

Parents need to protect themselves and their children by always wearing masks:

    • When taking children to school
    • When bringing children home
    • When necessary

 

If a child has any signs of cough, fever, difficulty breathing, etc., parents should take the initiative to leave the child out of school, notify the school, measure the child’s temperature and monitor the child’s health at home. After that, parents should take the child to the nearest hospital for examination, consultation and treatment.

Parents should conduct medical declarations for themselves and their children.

In particular, parents need to work together with ISSP to prevent and control the Covid-19 in school.

For students

Students need to seriously implement methods to prevent and control Covid-19 in school according to the guidance of parents and teachers.

Students need to wear masks regularly:

    • When studying at school
    • When coming back home
    • When necessary

 

Students need to wash their hands with soap or hand sanitizer frequently:

    • Before going to school
    • After leaving school
    • When hands are dirty
    • When necessary

 

Students need to follow the instructions of teachers and school administrators.

Students need to notify parents and teachers urgently if they have symptoms of cough, fever, difficulty breathing, etc. for timely examination, consultation and treatment.

Students should not spit, throw rubbish or masks indiscriminately, and should cover their mouth and nose when coughing or sneezing.

Students need to make a medical declaration.

Students need to work together with ISSP to prevent and control the Covid-19 in school.

For school leaders

    • Organizing temperature measurement and medical declaration for everyone before entering the school
    • Arranging people to pick up and drop off students at the school gate, limiting people to go in and out the school
    • Fully arranging trash cans in convenient locations with tight-fitting lids and emptying trash daily
    • Strictly forbidding to spit and throw rubbish and medical masks indiscriminately
    • Fully arranging hand washing places with enough soap and hand sanitizer in a convenient location for users
    • Increasing ventilation in classrooms by opening all doors and windows and using fans regularly. If using air conditioning in the classroom, all doors and windows also need to be open to create ventilation after all classes end.
    • Fully training all teachers and school members on prevention and control of Covid-19 in school
    • Arranging an isolation room with medical masks for immediate use when detecting students or school members showing signs of infection, including fever, cough, difficulty breathing, etc. At the same time, promptly notifying the health authorities to take preventive methods.

 

For teachers and school members

Teachers or school members do not go to school if:

    • Being in a period of isolation at home
    • Having signs of fever, cough, difficulty breathing, etc.

 

Teachers or school members need to wear masks:

    • When going to work at school
    • After leaving school
    • When necessary

 

Teachers or school members must regularly wash their hands with soap or hand sanitizer before going to work at school, after leaving school and when necessary.

Teachers should give students detailed instructions to wash their hands with soap or hand sanitizer several times:

    • Before going to school
    • Before and after eating
    • After every break
    • After going to the toilet
    • When hands are dirty

 

Teachers need to guide students to practice safe distance in activities outside the classroom at the minimum as prescribed (1 meter).

Teachers need to guide students to make medical declarations.

For school visitors

Visitors do not go to the school if:

    • Being in a period of isolation at home
    • Having signs of fever, cough, difficulty breathing, etc.

 

Visitors need to wear masks 24/24 during visiting or working at the school.

Visitors need to wash their hands carefully with soap or hand sanitizer:

    • Before going to school
    • After leaving school
    • When necessary

 

Visitors need to adhere to a minimum distance of 1 meter from people around.

Visitors should not spit, throw rubbish or masks indiscriminately and cover their mouth and nose when coughing or sneezing.

Visitors need to make medical declarations.

Visitors need to strictly follow methods to prevent and control Covid-19 in school as required by ISSP.

The procedure of detecting and handling suspected Covid-19 cases developed by HCDC at ISSP

For suspected Covid-19 students

Step 1:

    • The school reports the suspected Covid-19 case to the school Covid-19 preventive and control committee, teachers, parents and students.
    • The school moves the suspected Covid-19 student to an isolation room.
    • The school immediately notifies the nearest local health center.

 

Step 2:

    • The school immediately contacts and transfers F0 to the hospital by ambulance if there are symptoms of respiratory failure, difficulty breathing or SPO2 below 96%.
    • If F0 has no symptoms or mild symptoms, the school allows parents to take the suspected student home for isolation and get advice from the local health center.

 

Step 3:

    • The school stops the learning activities in the class of F0 for disinfection and taking samples (up to 3 people) for rapid antigen testing for all students and teachers as F1.
    • The other classrooms are still in normal operation.
    • If there are 2 positive cases (F0) in different classrooms founded at the same day, the school will conduct rapid antigen testing with the following instructions:
        • 2 classrooms on the same level: The school takes samples for rapid antigen tests for all students and teachers at the same level.
        • 2 classrooms on different levels: The school takes samples for rapid antigen tests for all students and teachers in the same building.
        • 2 classrooms in different buildings: If samples from F0 have the same epidemiological source, the school does a rapid antigen test for all students and teachers. If samples from F0 are not relevant to each other, the school does a rapid antigen test for classrooms.

       

       

 

Step 4:

    • The school follows up the health of F1s if all students and teachers in the same classroom with F0 have negative results from a rapid antigen test.
    • If all F1s are fully vaccinated with or recovered from Covid-19, they are allowed on campus but strictly following 5K, continuing to do rapid antigen tests on Tuesdays and Saturdays, and keeping doing tests every 7 days until there is no F0 founded in this group. All F1s do the health declaration every day and take samples for a rapid antigen test if they have any symptom.
    • If any F1s are not fully vaccinated with Covid-19 and have obesity and background disease, they isolate at home, report the health situation daily to the school and local health center, and take samples for a rapid antigen test on 14th day or when they have any symptom.
    • For kindergarten and child groups, if there is a positive case for SARS-CoV2, all students in the same classroom as F1s will be isolated according to regulations.

 

For suspected Covid-19 school members

Step 1:

      • The school reports the suspected Covid-19 case to the school Covid-19 preventive and control committee, teachers, parents and students.
      • The school moves the suspected Covid-19 school member to an isolation room.
    • The school immediately notifies the nearest local health center.

 

Step 2:

    • The school immediately contacts and transfers F0 to the hospital by ambulance if there are symptoms of respiratory failure, difficulty breathing or SPO2 below 96%.
    • If F0 has no symptoms or mild symptoms and the conditions are met, he or she conducts home isolation. If not, the isolation location can be a field hospital in the districts or self-isolation at another place.

 

Step 3:

    • The school stops the learning activities in the class of F0 for disinfection and taking samples (up to 3 people) for rapid antigen testing for all students and teachers as F1.
    • The school identifies all F1s who have been in close contact with F0 less than 2 meters within 15 minutes, such as sitting at the same working desk, dining table, including students in the same classroom with teachers who are detected as F0s.

 

Step 4:

    • The school follows up the health of F1s if all students and teachers in the same classroom with F0 have negative results from a rapid antigen test.
    • If all F1s are fully vaccinated with or recovered from Covid-19, they are allowed on campus but strictly following 5K, continuing to do rapid antigen tests on Tuesdays and Saturdays, and keeping doing tests every 7 days until there is no F0 founded in this group. All F1s do the health declaration every day and take samples for a rapid antigen test if they have any symptom.
